Amazon, AliExpress, and Taobao carry basic foam padding types and breast forms. Quality and dimensions vary, so check customer photos and return terms.
Foam is often the cheapest and most accessible material for most padding types. That doesn't mean it's the worst option, just the most common for most padding that isn't breast forms.
Shapewear
Maidenform
Maidenform sells widely available waist, torso, and lower-body shapewear. Do be mindful of any visible seams or closures that may show through the hadatai, such as if there are visible stomach closures for a character that may have a "bare" stomach.
